It's not the likeliest scenario but don't think it's easily denied. Won't even be the shadiest thing done or anything, just an excuse to attack.
The thing with killing a separatist leader is that there's no uniform outcome really. There's probably a course of action for the scenario as well and it will no doubt not be a rosy one. This "strike at the heart of the organisation" thing is very movie like but can't recall once where it worked on its own.Is that a good thing then?

That's true, and they don't need it for themselves, but this is arguably the most tech-advanced and covert country in the world currently - they might need this for the foreign eyes, in a way, and they're known to be a bit brutal, so "what are a few hundred deaths if we can destroy Palestine" is, sadly, an idea I can genuinely see spawning there.Mainly because, for decades they have been taking more land whenever they want, firing missiles whenever they want, killing whoever they want.
They don't need a false flag operation to justify attacking Hamas or the Gaza strip, they have shown countless times that they will just do it.
There is the cost - I'm not sure what the GDP of the Gaza strip is, but desal plants cost in the hundreds of millions, and to provide enough water for the entire population would be in the billions.
Also, I imagine the costs of installing an electricity grid for the entire population would also be quite prohibitive, even without the resources required to actually run it.
So, politics aside, I think it would still be near impossible for the Gaza strip to become self sufficient for water and electricity.
