It's also worth pointing out that what's good for Hamas is bad for the Palestinian Authority. The last thing the Israelis want is for Hamas to gain popular support for overthrowing the PA. Hamas would turn the West Bank into a staging ground for attacks and start pushing back against Israeli policies, and its borders are far harder to control than Gaza's limited entry and exit points.
