From what I've read, it's because they can't deal with the SAMs on the ground. It would appear that they are very short precision-guided munitions.Additionally the Russians haven’t been sending many planes up - maybe because they don’t need to because the Ukraine air presence isn’t really there, or just maybe they don’t want to provoke talk of a no fly zone
More than likely, where we go from here is that they start dealing with the SAMs around Kiev and Kharkiv with what precision munitions they have, then start dropping dumb bombs, artillery shells and rockets on the cities. It would seem that they cannot easily eliminate Ukraine's capacity to make war. That means they need to go after their will to fight. Bombing cities could harden resolve, or it could convince the Ukrainians that further resistance isn't worthwhile. It's hard to say which way that one will break.
