Won't the chips be Taiwanese and American? I (probably wrongly) was under the impression that the advanced technological aspect of upgrading and upping production to meet 21st century requirement would see heavy reliance on the American defence production line. We're way past brass casings and gunpowder now.The increased equipment levels have to come from European sources (EU members, us and candidates like Türkiye) wherever possible. I mean, if these days say nothing else it’d they the US is going to be no more reliable as a supplier than it is an ally.
Common equipment (locally manufactured) and procurement will help with the costs, as will a degree of state control and support (like paying for excess production capacity).
