You forgot to mention McConnell. Honestly he's enabled it all and seemed to love doing it.

The crazy thing is that he's enabled Biden to follow precedent in just naming an acting cabinet with zero need to seek congressional confirmation. There is zero reason for Biden to rise above it until Mitch stands down.
