Honestly I am not sure what else Putin expected they would do; certainly Finland would have no reason to believe any Russian announcement of “exercises near the border” wasn’t an invasion buildup ever again after this episode. No one will, they’ll have to treat everything with extreme and justified suspicion.

Pretty much believe the opposite of what Putin says is a decient way forward.
