It does if the missiles (neptunes in this case) are sea skimmers.
I’d say it’s more of an issue with the Russian Search and fire control radars not being capable of locking targets in wave clutter. Check out the simulation linked by
@tsubaki. If proves that the mid/short range missiles didn’t engage at all.
Seems like the entire Russian sea-borne AD systems are geared up to go up against US harpoons or their equivalent. The Neptunes are designed from the Russian KH-35, kinda ironic that they got done by their own technology. Doesn’t surprise me as they’re not the smartest are they?
