Not an expert at all, but I did read an article about hypersonics a while back, and the message I got, at least from US/NATO POV, was that there'd been a conclusion that it was a lot of extra spend for very little gain.Yeah, I see that as a further sign of their desperation. It was purely a fluff move by Russia to back up their 2018 Fluff Putin press conference where he claimed to outline Russias new superweapons, which may or may not(more likely may not) actually be real and work. They probably have very few of those actually functional due to oligarch siphoning of funds and lying about "yeah it totally works sir Putin" to avoid getting in trouble.
The video Russia sent out allegedly showing them use the hypersonic on the west of Ukraine actually just shows them blowing up an empty farm building in the east, and the US also said they were able to track the missile. Russia is a disaster right now in every facet.
Could've all been tradecraft obviously.
