He has a lot of his money in this country and is said to be one of Putins 3 closest allies that is why. Also Lebedev jr has been a vocal critic of Putin hence him not being sanctioned (the opposite of his old man) he also spends most of his time in Italy.The point I was trying to make is that the oligarchs we’ve sanctioned (or threatened to sanction) are the ones who we might be able to use to positively influence the Russian population, large numbers of whom like the same sport and the same clubs we do. As I said having shared interests and a way in to Russian society that isn’t easy to censor is something we want.
The oligarchs we’ve not sanctioned on the other hand *are* the ones who’ve been corrupting our politics, and to a lesser extent our media.
