There is no strategic reason for sending (presumably) a cruise missile to a shopping market, maybe if you have evidence the entire military command are shopping for shoes at the time.

You cannot conduct a war on this scale without mass support of the population, unless you are the USA, Russia or China. Countries with the resources to carry out this kind of conflict regardless of popular opinion
