I don't know, but international law does appear to suggest that you have to assess each case on its merits rather than impose a blanket ban just because they're Russian.But then you have to ask the question are all the Russians turning up at the borders on the list for conscription or are they simply legging it just in case?

As Bruce said, international law would say different, but honestly I don't think any country who will do a ban will particularly care, as it'll not get any real negative press and it'll sell well to a proportion of their electorate - Baltics, Poland, being the most likely I'd guess to enforce a ban.
With a lot of rumours that Russia will shortly institute a similar policy that Ukraine did - no leaving the country of men between a certain age and eligibility. I do wonder why they don't just wait though, imposing bans just gives Russia the ability to point at them and use the ban in a propoganda sense.
