Unless there is no money to spend? Sorry for the doom and gloom but there isnt a right lot to cheer about at the mo. Obviously Kenwright and co won't be spending their own money but there would be nothing to stop them using the money the club has in hand (£10m from AJ) or taking out another loan. Neither option would necessarily affect the sale or the value of the club.
In fact you could argue that bringing in someone of Moutinho's stature would actually increase the sale value.
Whereas doing the opposite - nothing, quite clearly devalues the club
Of course another possibility is that there isn't nearly enough money so the club is desperately trying to pinch off every penny from any deals and the other teams are not co-operating (why should they?). For instance, if the transfer budget after the sales is less than 20 million and Moyes knows he needs 5-6 players, there isn't an awfully lot to spend on any player.
Or they are trying to circumvent this by trying to do deals where the payment up front is very low, effectively moving the payments forward by years. Again, other clubs are not obliged to play ball and can demand bigger payments up front.
