If what you say doesn't happen, as I believe, then you have an effective gesture that will be attacked purely by those who will show themselves up when they do.

Debate speaker selection is random. It's a "name in the hat" kind of thing. So, logically, if 90% of the Commons is not an ethnic minority, the odds are high that they won't be selected in a 'lucky dip'.
