Of course it does and I haven’t said it doesn’t. Anyone in a senior role ‘signs off’ loads of stuff that has been through the process.....

Most HEOs are about 24 years old mate. But you're right, they definitely make the big decisions and not the minister.

So are you saying that no Civil Servants make any decisions. If so we pay an awful lot of money to some of them for doing sod all......

At the grades you flagged as having tens of thousands? They'll make virtually no decisions at all.

And that's fine, because - and you know this, which is why I know you're playing for a reaction - the machinery of state needs that level of resourcing just to keep moving. Or you get Osborne making 15% cuts and everything going belly-up

I know I keep having a go at the Civil Service and I’m really not having a go at the 95% who do a decent job. However, I am not a big fan of the top tiers and have met very few of them who I would rate. I know that ministers take responsibility etc etc, but there are so few of them and so many Senior Civil Servants who hide behind ministerial responsibility for numerous cock ups.....
 
I have more of a clue than you will ever know and if your career takes you into contact with the level of people mine did you will have done very well indeed. Alas I fear you are destined to remain in the lower ranks because you neither listen nor learn.....

Regardless of topic, the core of any argument by @peteblue seems to be 'i am better than you' which is in direct contrast to all available evidence.

In any event, regardless of experience, you are still clueless and it's obvious to anyone but you.

I'm sure you'll provide a well evidenced researched post to establish why I'm wrong.

This is why you will remain at your current level. You cannot accept that others may actually know what they are talking about. But then again I only worked for about 45 years, 30 of them at the most senior levels across a whole variety of industries. I don’t know how old you are or how many years of experience you have, but perhaps if you wish people to accept your view, might I suggest that you don’t start a conversation with the words ‘you are clueless’ with someone who patently does have a clue.......Listen and learn.....

I don't dismiss your experience, I recognise it, however, I do not think it grants you immunity from being questioned and challenged when you are clearly either fishing for a reaction (which from your posting seems to correlate with you having a skinfull and ending up having to backtrack the following day to save embarrassment) or where you think your experience affords you the ability to make unsubstantiated claims because 'you know best'.*

Helpful hint: Perhaps your opening gambit in future shouldn't be to attack the 'level' of a person before then going on to suggest 'i don't know your age or experience' even if it is for the purpose of condescension.

*I'll give you the benefit of the doubt and say as the football is back on, it's the former.
