I don't know about the other nations, but U.S. Isn't lacking for sample size. Louisiana alone has 4million residents. Maybe we're lacking complete data (because police aren't required to report), but I doubt there's much sample size effect in this data.

Sample size - think comparatively. You said it yourself;

There are actually very few blacks in America (about 1 in 5, if that much). No doubt these circumstances happen with non black Americans, but where is the evidence that there are 4 deaths by cop for every 1 death of a black man? The incidences are disproportionate, and if so, then why? Either black men are violent animals, as some suggest, or cops treat them like violent animals.

Maybe the answer is more subtle (let's hope so) but these seem more obvious.

... I'm more likely to be stopped and searched, arrested, killed and given a tougher prison sentence in China, India etc than a local.

But the black people live there.. They are the locals. So I really don't understand this point. :p And if you were a local in China/India, then it'd be racist for it to be more likely for you to be stopped/searched/arrested/killed/sentenced longer, wouldn't it.

Surely you're not suggesting blacks aren't "local," or native to the U.S.? Emancipation from slavery purportedly gave them full citizenship and rights equal to all other Americans, although this has notably been a work in progress?

That is the point.

You sent me a link with stats saying black people are more likely than whites, based on % of the population, to be killed by a police officer.

The same is true for minorities/ethnics in every country - even when it is whites who are the minority - or at least, the 50 or so I reviewed.

Does this mean the all the countries are institutionally racist/xenophobic?

I don't think the crux of it is the American police being racist. I don't think it's because their police are lacking in standard and need extra training.

The reason why I think their police kill so many vs others is freedom of guns...

Maybe try reading things twice mate, just to help you understand.

I'm saying I'm not a local to China or India.

I believe so, yes. I believe that's exactly what it means.

I think it's fair to that blacks don't get equal treatment. If call that systemic racism.

Stats can be misleading.

Often, the smaller sample is easily inflated.

Example;

Classic example; mass shootings.

Basically Anders Breivik made Norway the "worst" country for mass shootings through one incident.
