* Work permits would only be issued to clubs for current international players who have an acceptable international reputation. Such a player would be expected to have played in his international 'A' team for at least the past two seasons and to have participated in approximately 75% of his country's competitive matches during that period.
* If a footballer's work permit were to be extended, then that player would be expected to have been a regular member of his club's first team by playing in the region of 75% of first team games.
* All clubs must provide evidence that they have undertaken a genuine and thorough search of the resident labour market of the UK/EEA, and that no suitable resident player is available.
* Salaries offered to players from outside the EEA should be at the top end of the club's wage structure, unless exceptional circumstances apply, and the total earnings of the club's highest-paid player must be disclosed.


Looks like classic Everton transfer holding pattern. He obviously doesn't fit the criteria of games played per season for his country. If that's the case why do they do this?

As others have pointed out previously, expect this to be rejected first time. The difference with last year is we have the time to appeal. Banega has lots going in his favour in that appeal but the big problem could be it being a loan rather than a purchase.
Yeah apparently there's appeal time involved now, and the fact he playes in the Olympics (or did Obinna as well?) etc...
Saying this, surely there must be millions of Foreign players that haven't played played that much for their country? I haven't read into too much and maybe for another thread, but they have to have played75% of the international games over the past 2 seasons? So every player outside the EU is it, has to pass that regulation before they can sign?? Am I missing something?
Well that's what I was thinking, which leads me to think either: (1) The story is just another rumour based on nothing in particular; or (2) this time we have a good idea that the outcome of the hearing will be in our favour (perhaps Bill consulted Lordy?)..

Actually, my gut instinct is that it's (1) above. I can't see a difference between this and Obinna, and there are no special circumstances the club can present to show that Benega is the only possible player we can sign on loan at this time.
