To be fair i wouldn't say its that significant and i can understand families not giving consent. Im sure most governments work of this premise.
The Tories are planning to 'change the way it is releasing and compiling these figures'. This will mean those that 'would have 'died normally' will be excluded from daily coronavirus deaths. Thereby the death figures will 'decrease' giving the impression that 'they are getting on top of it'. But that will be furthest from the truth.
