I meant throughout the Major Incident structures and throughout government. And regardless of martial law or not at this point, the UK impact of Coronavirus is almost certainly going to get worse.

Can’t say for UK although I’d assume your intelligence and health services were at least on par, US was getting briefings in early January. CDCs first general COVID19 warning was in the first week of January.
