No, as you could probably guess from the name. However, as I have explained before on this thread, I have a large number of relatives living there because it is where my family are from. All of them working class Scousers.

I'm not sure what the relevance is to what you quoted though? It is merely factual that the major redevelopment of the Docks and city centre came about through the UDC, set up and overseen entirely by a Conservative government. The issue isn't as black and white as made out.
 
It's worthwhile noticing which government set it up and which government was in power when it was wound up, but that wouldn't fit in with narrative........
It's also worthwhile noting it was set up to cover said government's arse and placate the masses after government ripped the heart out of the city and it's manufacturing industries.

Except that it isn't actually true. Liverpool had been in decline as it was an Atlantic facing port while most imports/exports were going to and from Europe. Heavy industry like shipbuilding was being beaten by Far East competitors and the UK need for ships was declining. Liverpools car industry was large and remains so. Food processing was up and down and Telecommunications was going through a technological change.

The city was run by Liberals or the Militant Tendency Labour, so why are the conservatives getting the blame. This is what the SNP do now, blame someone else. The conservative government didn't have to send in Heseltine as they were getting no votes or MP's but they did it anyway. It was a very strange period, but this myth that is repeated is not quite what really happened.
