Traditionally it needs birth of two several state alliances against other alliance. Also it needs national declaration of state of war in those countries.
But this isnt carved in the Stone. Some say it has already started with Russia Ukraine.. others say it started with 9/11. Potentially Saudis and Turkey siding with Iran and Palestine....backed with Russia could be the more traditional start.
