Well, yes. It also relies on them being listened to. I still don't think we're at the point of disastrous escalation, however. I'm also surprised it's taken Lavrov that long to start rattling his sabre over NATO countries (Not NATO itself) arming Ukraine.
Russia is scared. They’re running out of decent troops, equipment and supplies. Their advances in the east and south are stalling.
With the new NATO heavy gear about to be unleashed along with the additional armour - Ukraine has the capability to hurt them even more. The next couple of weeks will be very interesting.
So now Putin and Lavrov up the rhetoric and once again pull the WWIII / nuclear card. Straight out of the old Soviet victim playbook.
Hopefully someone in the Kremlin is sharpening their ice-axe and this thing will be all over before too long.
