This is the main course, the ruskis have an awful lot of hardware to lose and struggle to replace. The bullseye on the black sea fleet is so tempting. A ship here, a sub there, and slowly there is a detrimental effect to the staff on the rest of them...
It’s not about first strikes per se. NK is surrounded by hostile neighbours with the exception of China and Russia. It has to defend itself from provocations.

It’s the exposure. For every army real world experience is invaluable. Every commander in the world would want it.
Except the Ukranian commanders. But they are getting it forced upon them unfortunately
