I am not sure - the Ukrainians probably have more actual wartime experience with drones than anyone else in the world at the moment, and they have demonstrated capabilities of successfully attacking defended targets (admittedly closer to Ukraine) with them. From low level tactical use to attacks on strategic sites and things like the sinking of the Moskva, they've had a lot of success and one can imagine that the experience and confidence that breeds would lead to new developments and abilities for as long as that force exists and is supported.
It is perhaps also worth pointing out that nearly all modern SAM networks are designed to deal with fast moving things (jets, cruise missiles, ballistic missiles) whether they be stealthy or not. The S-400 is in that respect probably the best system in the world, especially deployed in a dense network as it is (by all accounts) around Moscow.
What that type of system is not designed for (indeed it may even be designed to ignore) are very slow moving things that could be confused for clutter like trains, vehicle traffic etc. Sneaking one or two drones in above a motorway or more likely a scheduled train could be a way in which they've gotten close, and then it would be down to surviving the short range things.
As I said earlier this could be a false flag, but I think people would be ignoring a lot of evidence if they assumed the Ukrainians couldn't have done this technically, and in terms of the psychological aspect of it they know the Russian mind far more than we do.

Update: 21 killed, 48 injured in Russian attack on Kherson Oblast
"A railway station and a crossing, a house, a hardware store, a grocery supermarket, a gas station — what unites these places? The bloody trail that Russia leaves with its shells, killing civilians in Kherson and Kherson Oblast," President Volodymyr Zelensky said.
The pics of the bodies are possibly a bit much but this mother and child were fortunate to have not been in the 21 killed. Hopefully the 48 injured will make full recoveries.

It is such a blatant piece of subterfuge, played out by Vlad and his generals thinking the world will fall for his childish prank and justify his next murderous move. Meanwhile, the rest of the world are looking on thinking, "you thick c***, we can all see what you are doing"

If I were the leader of the UK or USA, I would tell Russia that we would provide whatever weapons were used by Russia against Ukraine. Meaning if you use chemical or even nuclear we would provide and let Ukraine respond in kind. Russia seems to think, and this is because of the weakness of the west, that they can do whatever they want and Ukraine cannot respond. If Moscow or St Petersburg were under the same threat as Kyiv there might be a different appreciation…….
