The sanctions were meant to lilimt their ability to create advanced weapons such as cruise missiles.

That seems to have worked pretty well if they are now using missiles they literally just made in November. They were using ones from 5 years ago, and now they have run out of their supply and couldnt even produce enough earlier this year. It appears from that article they only ones they can fire now are ones they make this month. They now cant afford to expand the conflict at all, but we had already figured that out.

A tyre factory could be a legitimate target if supporting the war effort, but a shopping mall is a civilian target.

If this is the Ukrainian response, then they should not be selecting civilian targets otherwise they are as bad as the Russians and will eventually lose support especially as belt tightening hits Ukraine's allies providing resources. Could all just be coincidence though.

More likely that the local Moscow fire teams and shopping centre maintenance staff have all been conscripted into Putin’s new model army, so there’s no one left to provide those functions hence the outbreak of fires.

Also the scruffs have probably stripped all the chips from the fire prevention and mitigation systems to build more cruise missiles.
