By "don't work" I mean "they don't elicit compliance." This has been demonstrated empirically, and makes sense if you think about it. You told the leader what you would do, they decided to go ahead anyway, so you impose the sanctions (which harm both you and them) to make the next threat of sanctions credible.
It's a bit like telling your kid, "If you do 'x' I will ground you," they go and do it anyway, and you ground them. If you expect them not to go and do 'x' again, you're going to have to up the ante a bit on the punishment.
Unless of course you obtain the legal right to claim the frozen reserve by way of an international legal ruling.

Erm last nights vote on recognising Russias antics as illegal saw 143 member states agree with the motion. There were 35 abstentions and 5 were against.The warmongers in the west have told us 'Russia is a pariah state'. The world's majority, the 87%, knows the game NATO is playing.
Soooo I make that 78% of the UN member states who see Russias invasion/referendums of Ukraine as illegal.

The Ukrainian people had an opportunity to get a negotiated settlement a few months ago, and retain a viable state, but Zelensky refused. The warmongers in the west want Russia damaged and Putin gone and will do everything in their power to achieve that goal. The destruction of Ukraine and the deaths and mayhem doesn't matter to them in their quest. The reality is the Donbass regions want independence from Ukraine - like the Czechs and the Slovaks parted ways - Crimea voted to align with Russia and now two other regions have indicated they also want to split from Ukraine.

The vote last night at the UN firmly and unequivocally showed that Russia’s annexation and sham referendums of Ukranian territory is illegal under international law and supported by the majority of the UN member states.
