The remainder of Ukraine would have to be granted immediate NATO accession. There's absolutely no other way to get that deal across the line if Ukraine is giving up that much dirt, IMO. If Putin wants that much at the conference table, he's going to have to cough up something big. Otherwise, the fighting continues. Ukraine had neutrality guaranteed by the UK, US and Russia, and look what that got them.I think the first will probably be part of any deal.

As long as you reasonably believe you will continue to advance, it's not time to sit down yet. This is why agreeing to talks while advancing signals weakness. Doing that says you have reason to believe you will stop rolling over the opponent on the battlefield at some point in the relatively near future.I really don't think it does signal weakness, and if it is a political stunt then its a very stupid one. You should always engage in talks when you are on the advance, the enemy is much more likely to listen to you than he is when he is advancing.

Each region, oblast etc was given a number they needed to provide, I'm guessing partly based on population in each place I'm guessing, small problem though with that is it's common to be registered not at the place you currently live fir whatever reason (few friends for example are registered in different oblasts or in Moscow itself).A lot of the trouble indicated that most of the conscripts were not coming from Moscow and St Petes but from the poorer regions, Dagestan and the like. At least these lads weren't pensioners.
