The leaders of the People's Republics were all Russian agents and they were supported by Russian military units.14k died in the Donbass between 14-22 large proportions where pro Russian civilians mate, the Russians weren't there at that point. End-running the generals and asserting personal control speaks volumes about his faith in the generals. Whether that's due to perceived incompetence, political unreliability or both is another question. There's probably enough ambition amongst the general staff that the answer is most likely the former, as he could arrest and replace if the latter is the problem.
I have to be honest: while I tend to agree with the West's position here, it is extraordinarily difficult to defend it against charges of hypocrisy. It is really hard for an impartial external observer to distinguish between a legitimate plebiscite and one conducted at gunpoint, without being on the ground.
The devil is always in the details on the international observers. It is very difficult to dissociate them from domestic political objectives, seeing how they cannot easily surrender citizenship in protest of the conclusions local pressures compel them to draw.That could be addressed by inviting international observers to sign them off as legit.
Although since several US states don’t allow observers (hello Florida ) the charges of hypocrisy would be valid.

Most of the northern western hemisphere would go under. Southern hemisphere would find a way to cope. China and India would pick over the bones and territory of a toasted Russia. Most of us will be dead, but Russia would cease to exist…….
