TBF it is a bit of a stretch to take those remarks and come up with "terrifying plan to start a new world order" out of them. There is a lot of risk in that alliance, but the chat at the SCO was not at the level of the February meeting (probably why the author harked back to it so much).

Not at all. To suggest that China (Russia, Iran, North Korea and other autocratic states) are not wanting a new world order, free from the threats of democracy, sanctions and force from the western rules based system, would be naive in the extreme.

Turkey, a western partner but under the grip of an autocratic leadership are making waves to realign with the SCO. They are waging a huge PR war against the west in Africa and to a lesser degree South Anerica.
