Making a point of not inviting him (and publicizing it) just smacks of gesture politics, which is something there is far too much of nowadays.

Fair enough. I honestly don’t think it would be right to invite them. Their country has caused misery for 6 months and is now likely to inflict further suffering over the coming winter, and these ambassadors have remained tight lipped. This isn't about what they've done, its about diplomatic niceties at significant events. They (Putin and the Ambassador) sent condolences, whatever they were worth, for the death of the Queen. The ambassador is still in post. Inviting the ambassador (or another figure) would have caused zero real-world problems, and not inviting someone solves nothing of the problem at hand.
Yet for some reason our government has decided to use a funeral to make a point.
