I wouldn't say they rely on it so much as they use it a means of demonstrating value and success.
But all they will do is increase the money required and suggest only they have the expert knowledge and connection required to make the journey.
I say rely as it is a reliance upon selling the dream, the vision of the traffickers providing access to utopia (UK

) or friends and family. If feedback presents a counter reality that you'll end up in Rwanda it
might alter the proposition in that decision making process.
I don't think that it is the answer and am not sure that it will get off the ground - but this is what the Tory strategy will be based upon.
As I mentioned previously, it would seem to be more humane and also more functional to have international processing to prevent these people from having to make horrific journeys in the first place.
