If it was in this country, I'd probably wager that is was mostly white people who said "only when black people say it" - I'm not claiming to speak for black people or anything but the couple I know never use it to refer to themselves or each other, and I'd assume they would probably think it's an offensive word no matter the context.There was a piece on Radio 1 the other day asking people in the street both black and white if they thought use of the word was acceptable. The general response was either 'yeah if they're black' or 'no, the word is offensive regardless of who says it'.
Black people use the word to refer to themselves and each other in much the same way Jewish Spurs fans traditionally used the word Yid. The fact that the N-word is seen as 'more offensive' isn't really the issue.
Jews are offended by being called Yids, Black people are normally offended by being called the N-word. I don't think the hypocrisy is any different.

Personally if a black person said the n word I wouldn't give a ****. Wouldn't even give a **** if a white person used it. Words don't really offend me. I just know it could be deeply offensive to someone else so I personally would never use that language.
