Can anyone tell me the logic and reason for the proposed new penalty rule? Seems totally unnecessary to me - a bit like the last change to the rules which permitted the ball to be played back from a kick off! An absolutely game changer of a rule that one!
 
Rugby has a number of good examples worth following. If a player goes down clutching his face or head and stays down then he clearly could be seriously injured, sohas to be replaced for 10 minutes while a Head Injury Assssment takes place. I suspect the numbers of such events would drop dramatically.

There's no reason whatsoever and it's stupid. The defending team will have players at the top end of the pitch ready for a possible quick free kick to be taken heading in their direction.

The only change to the penalty law should be that the goal stands even if there's encroachment from the defending team.
 
Penalty rule should be:
  • If attacking team encroach it's taken again if the penalty is scored
  • If defending team encroach it's taken again if penalty is missed
Both a punishment for the team doing the encroachment.

We desperately need to be able to hear what the referees are saying to the players as well. Too many laughs and jokes and favouritism towards the big teams.

Regarding the rule where the player can leave the field any time when subbed, player should have 10 seconds to leave the field. If sub cannot be brought on after 10 seconds then player should be given a verbal warning. If he's still not gone within a further 5 seconds then it's an automatic yellow card. If he's already been booked he's sent off and the sub is therefore cancelled. Either that or if he takes longer than 15 seconds to leave the field the sub is cancelled the the side is given a 5/10 minute ban from making a further sub.

I agree with the handball for goals rule.

I'd really, really like to see overseas referees brought in, especially those who have no affiiliation to teams in our league and as a result are not inclined to favour one side over another. How that fat mess Jon Moss can be an "elite" referee is an absolute joke and a half.
 
In-match sin binning for a second yellow card, rather than a red unless it's serious enough to warrant the red. Teams that are transgressed against do not get to see the 'benefit' of the punishment as a second yellow is rarely brought out due to refs being hesitant in sending people off.

Could you bring back on a player who had already been on the pitch but subbed off? Maybe that's one for the normal league games to contemplate, but I think the cup games where you are allowed an extra sub in extra time might make use of that rule.
 
Anybody who is substituted in the game for an injury of any kind. misses the next game.

Stop the fakers dead in their tracks.
This would be brilliant. Imagine the incredible scenes on the final day as the 10 home sides submit how many points they want their match to be worth in sealed envelopes. Read them all out on TV an hour before the game. It would be riveting.

Circa 1970's "It's a Knockout". Without a certain Mr Hall obviously.

If the team opts to play the joker, the back drop to the pre match presser should be huge "joker" cards
