I think that refs should just apply the laws as they are before we think of new ones for them to misinterpret.

6 second rule for keepers. Once you have it in both hands, you must release it within 6 seconds..

Kicking the ball away. Once the ref has blown his whistle for an infringement, or the ball has gone out of play, the opposition can not purposefully touch the ball.

Only the captain can approach the referee for sensible discussion on decisions.


Once all that is sorted, then I propose this. If more than just the captain and the players summoned by the referee approach and demonstrate with the officials, including berating the assistants, then the opposition captain can choose any one of the offending teams 11 to get a yellow card. Even if it means its their second.

Not the pl, but this is shocking. Are the FA trying to kill lower league clubs? If they're concerned they should fund it themselves, god knows they've collected plenty of money recently by fining people instead of proper punishments. Not to mention the waste of money that is Wembley.
The FA says notice of the change was given in 2014, and clubs can apply for up to 70% of the funding for any work.

Clubs pay ridiculous wages to some journeymen players. It’s up to clubs to make their facilities actual usable rather than clubs having to change in shifts.

Yeah, was a bit wtf at first then read the article, the help was there to improve their facilities.

Standards need to be set.
 
Goalkepers have 6 sec to kick from hand.
Goalkeepers have 15 sec to take goal kick (refs discresion i.e. when fans keep ball etc)
Players have 10 sec to take throw in.
Team has 10 sec to take free kick from inside their own half.
 
Around 40k a year guaranteed basic salary and over a grand per match on top of that adding up to about 70k a year isn't enough to expect a decent level of quality and competency then?
Yeah but, 70k is peanuts compared with what some clubs could offer (cough) behind closed doors, so to speak.
 
I don't think this idea to ban subs in injury time will work. As soon as you get one bad injury, say a concussion or broken leg, you get a situation that a club could have to play 10 minutes injury time with 10 men. Imagine the uproar if they lose points as a result. There would be a justifiable clamour to have the ruling removed.

But I can understand where the FA are coming from. Time wasting is a blight on our game. As too is feigning injury, whether that be for time wasting or to get a player into trouble.

To counter time wasting, I would put control of the time keeping entirely in the hands of the 4th official. Not as it is now though where they allow so much time for goal celebrations and so much for substitutions etc. I'd make him work a stop watch so he can accurately measure how long each stoppage is. And I wouldn't just keep it to the usual stoppages. I'd apply it when players are so obviously time wasting like with throw ins, keepers taking their time over goal kicks (West Brom's Foster comes to mind), players walking the length of the pitch to take corners. All the usual tricks of the trade. When the 45 mins are up on the 4th officials watch then he radios a message through to the ref who blows his whistle.

As regards the obvious feigning of injury, I want to see this a yellow card event. And if it's missed at the time, then the FA have the right to retrospective action and a 1 game ban. So for example, a player who has clearly taken a knock to his chest but goes down poleaxed holding his face should be given a yellow. If the referee doesn't see it, he should be given a retrospective 1 match ban. Also I would like to see all injuries that require play to be stopped result with the injured player leaving the field and not being allowed back on until the next passage of play is over. It may sound harsh but if a player is truly hurt he probably won't be ready to come straight back on anyway.

Maybe they should still allow subs in injury time but to stop them being used as time wasting maybe a further 2 minutes per sub and actually enforce it not like the current 30 seconds that refs seem not to bother with.
