Residential flats, businesses, at least two media offices - but that’s not the point so much, you can strike military targets like that if the urgency is such that they have to be hit.
Giving the occupants an hour’s warning removes that justification; the “military targets” would have all left.

Beggars belief how anyone can defend Israel.
Israel doesnt recognise the ICC and passed a law criminalising co-operation with it. It doesnt believe it has committed any war crimes.
