Your friend is 24 and living in London, and most likely has a job. I'm sorry but your friend isn't a 16 year old, but 24 is a grown adult. In the 90s, 24 was the average age to have children and get married. Plus, the UK is pretty generous to new parents and they give out handouts to look after the financial wellbeing of families. I'm pretty sure your friend and his girlfriend are well paid professionals , am I right ? So what was actually holding them back?

The RHA legalized all abortions up to 24 weeks of gestation. Beyond 24 weeks gestation, abortion was deemed legal if the woman's health or life are at risk or if the fetus is not viable

I too read that wiki page Emir posted. This is crazy even for Western European standards. 10 weeks should be latest. And beyond it, mother's health in danger only.

Do these kind of too liberal laws in liberal states anger religious fanatics in other states in their daily life maybe?

15 weeks is significantly different than the 10 weeks you first mentioned.

I’m going to tag in @DrEFC (sorry mate) to cover the mid trimester scans that can determine both maternal and baby health as they are out of my wheelhouse but most medical professionals I know are supportive that decisions about abortion be left to the patient with generous timelimits.
