I'm not sure that was its purpose at all tbh.The practical purpose is that the EU protects the members of the EU and puts their interests first. EU doctors get jobs in the EU, non EU doctors don't. We used to have that protection, now we don't. It's exactly what you voted for.

Obviously any politician beholden to their electorate will face protectionist pressures, but I don't think it was ever an explicit aim to harm relations with non-EU nations.
