Because the EU doesn't have the equivalent of a House of Commons where MPs (MEPs) can table bills for debate and legislation. Everything like that in EU comes from the top down and the subjects for debate are controlled (tightly) by the cabal at the top of the EU pyramid. But you knew that already.

Which is no different to here. Simon Stevens, for instance, is the boss of the NHS, and runs it with the bosses of trusts across England. The Health Minister signs off on things but doesn't actually propose policies themselves, they're done by the civil service.

The NHS doesn't run the country or Europe though does it!

Your point was one that can equally be said about us though - yes, MPs can propose legislation but without the Government (or "the cabal at the top of the pyramid" to use your language) giving time for a PMB to pass and not opposing it, it will not become law.

The YouGov poll of 2,380 people found more than one in 10 (11 per cent) of remainers would describe themselves as "very upset" if their offspring tied the knot with a Brexiteer, while another 28 per cent said they would be "somewhat upset".

At the top of our government is a large Civil Service. The civil service is organised into various ministries all of whom are headed up by an elected MP, drawn from across the party that was elected by the people of the U.K.

Now the EU Commission, Bruce tells me, is just like our Civil Service, but can you tell me which elected MEP’s get to run and oversee the various commission ‘ministries’ and how many votes did they receive ?.....
 
I would expect that somebody who not only voted Leave but passionately defends that decision even now would have completely different set of values to me, so it's hard to see how I could possibly end up marrying them.

Edit - ah right it's my children marrying them. Well the point still stands. Leavers aren't a race, or an ethnicity etc, they have voted a particular way and as I said, that vote makes it likely they have completely different values than I do, including some that I perceive as negative qualities.
