but under the present system there was no way we could recoup, the costs from the winners to pay the original builders, despite the fact they had gained by not putting in any investment, how would liverpool be any diffrent.

We do not have Land Valuation Tax, but Vince Cable and the LibDems, many Labour and the Tory are for it. The UK introduced it in Hong Kong and Singapore to great success - amongst the world's more vibrant economies. It pays for infrastructure without using central taxation. It can eliminate income tax -it reduces it in HK and Singapore.

But currently we use central taxation and that is where the money comes from - Whitehall. So, the council has to use the current funding mechanism.

Types a very different to...... no capital letters, full stops with spaces before them, paragraphs and one long unstructured mess, etc, - which is what he wrote like. He claims he is a manager. What type I don't know - probably one of those who worked his way up with no formal education or management training - that is usually the worst type. No decent manager I have ever known writes remotely as poorly as that.

He would not last long with me, as one of a manager's prime roles is "simple effective communication". Another is analysis based on FACTS - I saw little of that.

I advise him to buy and study a small book titled "The Elements of Style" by Strunck and White. That goes for all really.
