good news for network rail, land owners, liverpool city and the clubs as land value goes up, but without some form of taxation, how do the people who build and run it get there money, i know its the fact that land value goes up that is supposed to pay for it and everbody is on a winner ,but for this to work there would have to be some form of collection off the winners to put back to pay the loans , how does this happen
