If you could spend a day in the construction industry I'm sure you'd be flabbergasted at what occurs - okay covid measures put in place, but essentially to tick boxes and cover backsides. Very little enforcement to be fair.
The same with 'safety inductions' where you arrive early, get a 10 min lecture of the statutory regs, sign here, here and here, a copy for your records ( file under 'B' for bin) and off to work doing it just as you always have...just dont get caught.
If you have an accident, the joint safety rep...supplied by the Union...always trys to get to the scene first, not to see if you are all right but to check if you have all your specified PPE...no gloves? quick, put these in your pocket.
Management happy...their system works and they have the paper work to prove it.
Unions happy...their system works, injured man can claim with impunity, yes he has his PPE, so management can't touch him.
It's all lip service

I am not sure how HMRC could calculate someones amount if they have never had a tax return sent in.

Well that's obviously a different matter mate. If someone has never filed a tax return then that's on them.

HMRC used 16-19 tax years for the initial SEISS, but also with the fact that people only qualified if over 50% of their profits came from self-employment during that time (been through this but that's why I didn't qualify, it wasn't down to me not putting a tax return in, and lots of people are like that).

Given the deadline for the 19-20 tax year is approaching fast, and a lot of people will have filed theirs already, surely that qualification of support can now be changed? I really don't understand why it couldn't have been done on forecasted amounts, either? I also don't understand why there's the 50% cut off.

The SEISS support has been renewed three times now over the last 9/10 months and not once has the qualification for it been altered.

Surely that has to change now, given this is going on for the next few months (and furlough and SEISS have both been extended until April?)

BTW, this isn't for me now, I'm earning money again and I don't want stuff for free. I didn't get help when I needed it, but I've scraped through. But there are people who have been totally devastated by this.

That’s some incredibly janky use of statistics though. There’s only half a million teachers in the UK so to use a per 100,000 scale seems totally imprecise (even though it’s the standard obviously) , especially when talking about comparing Local Authority Areas ‘true’ scale. If I did a per 100,000 of say cake decorators in an LA I would imagine it would follow a similar pattern of being pushed up massively
 
If the virus isn't deadly to the majority of younger folk then surely prioritising health care workers of all ages is a daft strategy?

Obviously if the vaccine stops you catching it all together its worthwhile but providing those in care homes / most vulnerable are vaccinated why vaccinate some 24 year old care home worker with no underlying conditions?
