The reason everywhere was locked down in March was because nobody had even formulated a plan of local lockdowns, and we had no idea how much had spread to the rest of the UK due to lack of testing.

They locked down nationally because they had no idea how quickly it was going to spread to other parts of the country. It wasn't even a discussion in March to do localised lockdowns. Every country in Europe followed the same route with the exception of a couple of outliers.

I guess the thinking is that if you still cant do some s/e work, you would be on UC by now, so its focused on topping up reduced earnings, as opposed to replacing income cos you literally couldnt work during lock down.
