they were encouraged to book holidays by the government though

Were they? And regardless, there has to be a degree of common sense here. We have just come out of an unprecedented lockdown situation. The scientific advice is that the virus isn't going away. How on earth can anyone be shocked by the current situation. If you have to travel to see family then fair enough and there should be exceptions for these people.

I'm actually surprised the government are taking the initiative and taking these measures before things get out of hand again.

yes - that was the whole point of the “air bridges” thing, that it was safe to go

Problem is it’s not consistent. I could travel to another country that has lower rates than ours and have to quarantine on return but someone else could travel internally on a train to a fairly high risk area in this country and have no restrictions on return.
Also confidence in government guidelines and willingness to adhere to the rules has been eroded due to the governments incompetence and actions

What about people who booked their holiday before the pandemic and can’t get a refund if they cancel.

That’s the boat I’m in with my trip in a few weeks. I feel like I have no choice but to go, now we’ve been told by the travel company we won’t get a refund if we cancel.

Plenty of people will be in this situation.

Plus, the government and travel companies actively encouraged people to book holidays.

er... if your trip is in a few weeks then at the start of lockdown before your balance needed to be paid you had the option to change to next year. i did.

Are you going on holiday at the minute?

I'm in France and would have been going to Czech to see family a week tomorrow. Now if you can tell me the R number in our little corner of rural France versus other parts of the country, that would perhaps be a start.

It's a few weeks old, but the bit we're in is the 45, but we're being treated the same as the other regions, which is logical, coz we have the best track and trace system in der world.

Too many will be doing what they perceive to be in the best interests of their family. Imo.

Look at the people dashing to get back from France to avoid quarantine.
Look at the people cancelling holidays to avoid quarantine.

Both of those could just say, fook it, we'll ignore the quarantine and go anyway, but most don't. Admittedly that's partly because your travel insurance would be invalid, but I'm not convinced that the majority of people who've recently booked holidays abroad are desperately concerned with travel insurance.

For sure, if you can't work from home and are currently abroad, then you're likely to want to break the quarantine, but there'll be plenty of companies who'll tell you to fook off home if you turn up at work having just come back from a quarantined area, so you're quite likely to end up on unpaid leave if you've no annual leave.

Anyone who is brazen enough (IMO) to go abroad now won't be arsed about quarantining for 2 weeks when they come home

Some truth in that, but, the less thick ones will have factored in the possibility of quarantine on return, so I'd guess a large percentage will be able to work from home, so it's an inconvenience rather than a ball breaker.
