One thing that blurs the line and is going to really annoy future historians (if there are any after The Bomb) is that large countries have got a massive aversion to actually formally declaring war these days. Not like when proper gentlemen summoned ambassadors and sent each other telegrams etc.

Different days now mate.

"General, assemble the troops and pass me the nuclear codes"

When the energy and food are being rationed, bombs are going off, friends and families are being killed, subscripted, in pretty much every nation, continent then I would say we are in the next World War. That's if it is fought conventionally, which is unlikely given the maniacs in charge.
Everything at the moment is a cold war. Regimes are jostling to hold on to power, forming/strengthening alliances and are opportunistically challenging the established world order. Equally those that have all the control and essentially run the world are being pushed towards one upmanship that seems very dangerous for all.

The world feels more fraught and dangerous than ever.

Its easy when you are part of the richest, and safest 5% to 10% of the worlds population to feel afraid, the reality for most of the world is they'd give anything to swap places.
