Amazing that they've even got us arguing this, rather than talking about how blatant it is being called in one week and not in another just depending on if we are playing or not. Exactly what they would hope for, argument amongst the fans rather than outrage at the obvious corruption.

The only surprising thing about this is City being there given they have been out of the PL as much as they've been in it...
These are the teams that spend more time in the opposition box so stands to reason they'd get more penalties.

They're the teams that also dive a lot morenthan other teams and the refs buy it time after time after time after time after time and so do the commentators "he's every right to go down there" time after time after time and then when they don't get the decisions the press slate the referees time after time after time after time so its just easier to give them dubious pen after dubious pen time after time after time after time

I get your point, but Man City have only been a 'top attacking' team for less than half of the premier league era. They haven't even spent every season in there.

They don't even make the top 5 teams for points accrued all time. Granted, they're 6th, but that also includes some record breaking seasons points wise, during an era in which the differences between the have's and have nots, have become far more pronounced.

This is the most damning statistic. As mentioned above, it stands to reason that these clubs have the most penalties - they attack more than, say, us - but Liverpool significantly out ahead makes little sense on the face of it when United have won 13 times the amount of titles in that time. I'd like to see how many home penalties are in that list.
