It isn't a war that the individual infantry will want to be fighting (it's getting very gritty), but if is a war of the infantry. We've moved away from fast moving tactics.

Possibly one of those hints that actually they may want to start going along with the peace talks, that Western support is not limitless or entirely in their (Ukraine's) hands. The antics over the grain convoys especially - where they took part in talks and then said they couldn't clear Odessa for six months - were really strange, especially when they (and everyone else) have been pointing to this looming crisis.
It may also be something far more innocent/less decisive: we've reached a time (108 days in) where the origins of the war may now be a fair talking point.
At the start of the war, it'd have been a taboo - a clear step away from the overt support for all things Ukraine. You can support Ukraine and discuss the origins.
Think of 1941 and the invasion of Russia: by May, the Kremlin knew that war was coming, but for a multitude of reasons the very top put their head in the sand.
On the other hand, it could be a shift away from Ukranian support, or at least to an extent. I think @tsubaki is likely to be close - aligning for discussions.

A fair chunk of $40 B. 6 billion of the $40 billion is going to Ukrainian. $8.7B to replenish US weapons stocks - presumably in the longer term that could be channelled to Ukraine.
Western Europe will have paid the same amount to Russia in the next fortnight for oil and gas to put that in context.
I just don't trust Biden to not make a gaffe over this and it could be fairly meaningless. Time will tell and no doubt make fools of us all.

Biden is just stating what was happening before Russia invaded. Only the U.K. and USA held the belief that an invasion was coming and Ukraine and the rest of Europe didn’t want to hear or believe it…..
