These international sports stars are quick to say they’re anti-war yet none of them have come out and said they’re anti-Putin/Russian government.

If they took a public stance against Putin then I’d say yes - you can play.
I agree it would be good if more spoke out but it might not be that simple. They probably have family back in Russia that could be at risk if they spoke out.
 
So they don't play.

Gives them the option either way.
But by giving them the option, you are putting them in a dangerous position. Either they speak out and risk their families well being or they don’t and they are seen as Putin sympathisers and end up getting all manner of grief. My point was that they might be in a position where they can’t be honest about their true feelings out of fear.

So we ban them proactively for their wellbeing.

Either that or have them booed and abused from start to finish.
