You're correct - I don't think you can label an entirely country and as you mentioned we have and had our fair share of idiots over the years.
However, historically, you could argue that as a nation they have form for such behaviour: indiscriminate attacks of the population, rape, torture and mass killings.
If the hat fits and all that, plus this isn't one or two cases committed by bad eggs, but rather planned attacks or at least those not suppressed by those above.

I think it depends on what you constitute as a victory. Is it now likely that the entire of Ukraine will be invaded? I'd say no, which is a victory in itself.
