Surely there must be troops in Lviv or somewhere in the west of the country that can be moved?

It seems they are all defending their own cities, grim times

With that many lives at risk if there is no offensive plan surely surrender of that city should be considered?

Russia aren't going to stop and thousands of lives are at risk with limited chance of success.

In 2014 Russia accepted the surrender of Ukrainian cities then shelled the soldiers as they were leaving. I wouldn't trust Russia to not do the exact same this time around.

Absolutely! However, they have been shelling Western Ukraine more frequently and, I imagine, have designs on the whole country, not that they have the means to achieve it it seems
