The Ru drone attack was focused on the Ukrainian port town of Izmail which is separated from Romania just across the river Danube. It's an important port and logistics hub for Ukraine so that would indicate the reason for the attack. Given its close proximity to the Romanian border I'd say that Romania had every right to shoot down those drones.
Russians have attacked the port before with drones - difference now is that there's a new attitude from NATO - they won't be messed around anymore. FAFO.
Another increasingly desperate attempt by an army which is running out of decent equipment. These have an effective range of less than 500m and are line of sight.
The solider who uses one of these should be expecting immediately counter-battery fire, or even some soldiers using light weapons.
