It seems that this assumption is incorrect.
Peskov said the Hamas and Iran delegation invited over had for some reason not met with Putin but did meet with representatives of Russia's foreign ministry. I am sure that he was just busy.

The Hamas delegation was led by a relatively minor functionary, and Hamas are holding Russian citizens hostage (and killed Russians). No leader would meet with those people unless the hostages were being released.

I think that you are right, no democratic leader would. Putin is not a leader though, he is a mob boss and they operate under a different philosophy that tend to ignore rules or norms of behaviour. Putin has tried to benefit from and manipulate the situation, that much is clear. The messaging around this supports the strategy that his regime has been working on for many years.
